Copper has been electroplated in the hole to a thickness of .001 inch. The electroless copper in the hole is just thick enough to carry the current to support electro-deposition of the copper. The is plated to assure a good connection from one side of the board to the other. Also the electroplated copper make electrical connect to any inner layer that have exposed copper in the hole.
